Who builds Barak Kavach

Barak Kavach is a free community safety network for Barak Valley, Assam. When someone raises an alert, a trained human moderator reviews it, then verified volunteers nearby and official emergency services are notified together. It is built by Barak Tea Yuva Foundation, a registered Section 8 non-profit, and launches on Maha Navami, 19 October 2026.

Who is behind Barak Kavach?

Barak Kavach is built by Barak Tea Yuva Foundation, a Section 8 non-profit company registered under the Companies Act, 2013, with its registered office in Karimganj, Assam. The founder director is Joy Prakash Goala, who works from Silchar, Assam. A second director, Debojit Chasa, is named on the incorporation certificate.

Both directors are identifiable, and the incorporation certificate, PAN and TAN are published as downloadable documents rather than described. An organisation asking strangers for money should be at least as checkable as the strangers it is asking.

Why was Barak Kavach started?

Barak Kavach was started because in Barak Valley the person closest to an emergency is almost never the person who finds out about it. A flood rises, a bike goes down on the highway, a woman is followed home — and the neighbours who could reach the scene in four minutes learn about it the next morning, while the official service that will take forty minutes is the only one who was told.

The gap is not a shortage of willing people. It is that willingness has no way of being notified. That is a coordination problem, and coordination problems are solvable with software and a trained human on the other end of it.

How is Barak Kavach funded?

Barak Kavach is funded entirely by public donations, with a pilot target of ₹5,00,000. No salary is drawn from donations by anyone, including the founders. Donations are received by Barak Tea Yuva Foundation and handled by Razorpay and UPI directly, so the money never sits with an individual.

Donations are not currently eligible for tax deduction. The Foundation is a registered Section 8 non-profit, but 12A and 80G registrations are separate approvals and are still in process. The 80G number will be published on the transparency page when it exists, and not before.

Is Barak Kavach free to use?

Yes. Barak Kavach is free for everyone, permanently. There is no paid tier, no subscription, and no plan to introduce one. A safety network that charges at the point of need is not a safety network.

Where does Barak Kavach operate?

Barak Kavach is being built for Barak Valley in southern Assam — the districts of Cachar, Karimganj (Sribhumi) and Hailakandi, covering Silchar, Karimganj, Hailakandi, Badarpur and the towns between them. The pilot begins in Silchar and expands outward as volunteers are verified in each town.

The valley was chosen because it is where the founder lives, not because it tested well. Local knowledge of which road floods first is not something an organisation acquires by expanding into a market.

Does Barak Kavach replace the police or an ambulance?

No. Barak Kavach is a communication and coordination platform. It does not replace police, ambulance, fire, hospital, or official emergency services. Every alert raised through Barak Kavach points to official services first, and the coordination step contacts them alongside nearby volunteers rather than instead of them.

In immediate danger the correct action is to call 112. That is true today, it will still be true after launch, and every screen in the app says so.

When does Barak Kavach launch?

Barak Kavach launches on Maha Navami, Monday 19 October 2026. It is not live today — the app is in development and the volunteer network is being verified now. Everything described on this site is what the pilot fund is building, not something already running.
